Is that it? Am I missing anything?

Why not just use evite.com - the invitation can be tailored, has all of the 'right' fields and lets the invitees RSVP when they get the email.

How long before I send party invitations out?

Q. Im having a birthday party on the 28th of this month. Would it be too soon so send out invitations tomorrow or Saturday? If I hand them out Saturday they have like a week for RSVP and all that stuff. Would it not be enough time or should I make the party later?

Saturday should be good, but as long as whoever you want to invite has time to RSVP, it should be fine. Like I said, that week should be good.
